Brasília Heading Toward ISO Certification: The Power of Consultancy and Public Servant Training

The journey to transform a capital into a Smart, Sustainable, and Resilient City requires more than just technology; it demands governance, precise data, and a skilled workforce. Recently, Bright Cities was at the heart of the country for a crucial stage of this process in the Federal District.

A Deep Dive into the GDF

Since May 2025, our team has been conducting an intensive consultancy for the Federal District Government (GDF) in Brasília, alongside SETIC — the Executive Secretariat of Information and Communication Technology (State Secretariat of Economy). The primary goal is to guide the government toward achieving certification for the Federal District under ISO standards 37120, 37122, and 37123.

During this period, we worked side-by-side with Daniel Andrade and Ana Caroline Alcântara (GDF) to identify bottlenecks and define data collection strategies. This activity required an unprecedented institutional coordination effort, which is proving highly promising for elevating the use of data within the Federal District government.

Training: The Pillar of Transformation

This technical consultancy regarding ISO standards complements the training initiatives already promoted by the GDF. Through the “Brasília: Sustainable, Smart, and Resilient City” project, public managers from over 20 agencies — including Caesb, SLU, and various secretariats — were trained to understand the fundamentals of ISO certifications and practical innovation solutions.

As highlighted by Daniel Andrade, Director of ICT Governance at the DF Secretariat of Economy: “Collaboration paves the way for the modernization of public management and for greater integration between agencies in the search for smart solutions.”

Results and Outlook: International ISO Certification

What was once seen as a distant challenge is now a realistic goal. Following alignment meetings and technical analysis, the preparation for the government’s ISO certification across standards 37120, 37122, and 37123 has evolved positively:

  • Evolution in Indicators: Hands-on work allowed for the resolution of critical points in evidence collection.
  • Optimistic Targets: The team now views data monitoring as a concrete reality, especially regarding standards ISO 37122 (Smart Cities) and ISO 37120 (Sustainable Cities).
  • Data Management: A continuous monitoring structure was established, ensuring transparency and knowledge transfer to the GDF.

The Future of Brasília

By consolidating these goals, Brasília will become the first city in the Midwest region to receive this international recognition, joining a select group of Brazilian cities such as São José dos Campos, Recife, and Jundiaí.
